I have been having a similar issue for months and I have been struggling to find a solution on tons of forums with no luck until today. My telephone would just bring up a message from google that said that the network is not secure and it gave no options to procede at my own risk it just stopped dead. I switched browser from chrome to samsung internet browser and i reached the login page but when i entered the corect credentials i was still not able to gain internet access. The wifi login page gave an error that it could not add me to the access list, Not an exact quote of the error but that is the jest of it. After a ton of forum searches and trouble shooting through any of the suggested ideas still no luck. Finally and with no suggestions from anyone I decided to click the button to request the desktop site. This was after i had entered the login credentials an I was given the error i mentioned above. To my surprise instead of loading a desktop version of the login page the browser went to the google homepage. I am now connected to the public wifi and everyting is good. I verified that i am actually using the wifi and not my mobile data by turning of mobile data and I am still able to browse and use internet connected apps. I hope this will help someone, it may have been a fluke but i feel like after months of struggling and this seaming to solve the problem it must work for other as well. This problem has nothing whatsover to do with the router, or the browser the user is using, it is a problem with some Samsung phones.
